I'm using carrier shipping and no rates are being returned (Shopify Classic Admin)
One of the most common mistakes when using carriers (UPS, USPS, FedEX, Canada Post) is not setting product weights. Product weights are essential for carriers to return rates, and they will return no rate when set to 0.Another possibility is that you have set up an invalid "Shipping from" address, or an address that the carrier does not recognize. You can change this in your Preferences --> Shipping, and scroll beneath the various carriers until you fine the shipping from address.

How-to set a product's weights
One of the most common mistakes when using carriers (UPS, USPS, FedEX, Canada Post) is not setting product weights. Product weights are essential for carriers to return rates, and they will return no rate when set to 0.
Select a product. Scroll down to the area entitled "Inventory & variants". Select your variant. You should see a screen that looks similar to the one below:
If the weight value is set at 0, this is likely your problem. Add your product weight, hit "save," and your issue will be solved.
If your product weight is not set to 0, another possibility is that you have set up an invalid "Shipping from" address, or an address that the carrier does not recognize. To check or change this, log in to your shop admin and go to Settings > Shipping. At the very top, you should see your shipping address.
